Description of original award (Fiscal Year 2024, $850,000)
The Commonwealth of the Northern Mariana Islands Judiciary proposes to implement the Courthouse Security Project which serves the purpose of addressing critical security needs by reinforcing, hardening, and enhancing essential security measures at the Judiciary’s courthouse facilities on the islands of Saipan, Tinian, and Rota. The Judiciary’s current security system and infrastructure are outdated, and with increasing caseloads and growing services, it is essential to enhance the courts’ surveillance systems and access control mechanisms.
On Saipan we wish to: 1) secure access points with a upgraded door lock key-card system; 2) install an advanced security camera system; 3) receive personnel training on security system, safety, and practices; 4) repair and return to service a holding cell elevator at the courthouse building for the secured transport of detainees into the courtrooms; 5) install four (4) bollards in the front of the building to prevent the front doors from being crashed; 6) install two one-arm gates with one post each at the entrances to the courthouse's public parking areas; 7) install rolling gate with two posts at entrance to employee parking; and 8) install four (4) 5-feet by 12-feet high roll up storm/security shutters.
On Tinian we wish to install: 1) an upgraded door lock key-card system; 2) 4-feet by 6-feet storm/security shutters for the exterior service window; and 3) an advanced security camera system.
On Rota we wish to install: 1) an upgraded door lock key-card system; and 2) an advanced security camera system.
This is not a building construction or renovation project. It primarily involves the installation of new video surveillance and door locking equipment on all three islands. One elevator will be repaired and modernized. This will likely involve obtaining a "special permit" from the local Department of Public Works such has been checked above. This will not involve work on the building structure itself.
