Description of original award (Fiscal Year 2023, $1,000,000)

The Municipality of Anchorage (MOA) launched Home for Good (HFG) Anchorage in 2020 with funding from a variety of sources, including a grant from Housing and Urban Development.
According to the applicant's narrative, those funds have been fully expended. MOA proposes using SCA Pay for Success funds to expand the HFG program and Permanent Supportive Housing by 150 units serving 190 individuals. To meet deliverables three and four in the solicitation, MOA will either make a subaward to, or enter into another agreement with, the United Way of Anchorage to administer the grant. MOA will determine the terms of the agreement to include data collection measures and outcome reporting. The purpose of the expanded program is to reduce the need for costly visits to the emergency department and hospitalizations, and criminal justice interventions, and to strengthen housing stability for program participants, which include those who have a pattern of homelessness and frequent encounters with corrections and emergency services. Expected outcomes are increased months of housing stability and pre-post reductions in service use measurements for arrests, detox center intakes, Emergency Medical Services transfers, and shelter stays. Funds will be used to partner with service and housing providers to increase tenancy and rental assistance, enabling participants to be placed more quickly and reduce the instability caused by long wait times. Management of the outcomes-based PSH services contract will be enhanced through improved monitoring, data collection, review of operational and outcome metrics, and outcomes validation. In addition, government/project staff and services providers will receive training and education on outcomes-based contracting, plus data collection, validation procedures, and contract operations.
