The mission of the Criminal Justice Improvement Committee (CJI) is to encourage proactive and innovative programs and methodologies that improve the criminal justice system, that reduce and discourage violent crime and associated problems, and to enhance all aspects of criminal justice processing, including the incarceration and treatment of offenders and general improvements in justice system operations.

The overarching goal of this project is to increase local law enforcement agencies’ capacities to address illegal drugs and violent crimes and to reduce the overall rate of crime in the State of North Carolina.

The second overarching goal of this project is to ensure that the state’s criminal justice system, including enforcement, prosecution, courts, and corrections work together to engage the communities and system stakeholders in curtailing criminal activities in all communities of North Carolina.

The Governor’s Crime Commission will distribute funds awarded to it under this program to units of state and local governments through competitive request for proposals processes.   The state will comply with pass-through requirements of the JAG Program.  Eligible programs are determined through the state’s strategic planning process. 

The top three identifiers for the State of North Carolina JAG Program are as follows:
 

Equipment-General:  Local law enforcement agencies that do not qualify for direct JAG awards from the U.S. Department of Justice are eligible to apply under this priority.  This identifier is the most impactful in the State of North Carolina.

Law Enforcement Leadership:  Statewide Training; Gang Investigators Training; Specialized Drug Interdiction and Statewide Accreditation programs.  This will be a continued effort to ensure that law enforcement agencies across the state are properly trained and adhere to all laws and rules that they are bound by.

Systems Improvement:  Courts and Corrections Initiatives; Court Reform Models; Community Based Re-Entry Programs, Community Outreach programs. 

 

The above identifiers will be achieved by the State of North Carolina as a direct result of the 2024 Byrne-JAG Award.
