Description of original award (Fiscal Year 2008, $335,381)

The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.

The New York State Sheriffs Association develop a visual intelligence tool that will increase the effectiveness and interoperability of all law enforcement agencies serving the municipalities and counties of Broome, Clinton, Jefferson, St. Lawrence and Ulster. Specifically, libraries of digital full color aerial imagery and geo-spatial information of the targeted areas will be created and made available through a dedicated site, in order to increase response time, enhance safety, and increase accuracy of law enforcement activities. Image libraries and software tools will permit first responders to locate images and easily measure its distance, area, or height, and determine an elevation. This visualization tool will be utilized in various aspects of tactical planning, training, response, aid, accident evaluation, crime analysis, and crime mapping.
