The Edward Byrne Memorial Discretionary Grants Program (Byrne Discretionary Program) helps local communities improve the capacity of local justice systems and provides for national support efforts. This project is authorized and funded through a line item in the FY 08 Congressional Budget. Funds should be used for purposes recommended by Congress.
The Safer Foundation will provide transitional employment opportunities to offenders reentering society in Chicago's South suburban communities. These offenders typically lack marketable skills and have significant gaps in their employment histories, however, when provided with immediate job placements supported by a structured environment that instills a positive work ethic, their employment rate is increased. The Safer Foundation will provide these services to clients by linking them with a Job Coach/Trainer, Retention Specialist, and Sector Manager in the preparation and search for permanent employment. They will recruit clients from area service providers and reentry centers who will then undergo intake and assessment. The Safer Foundation will provide them supportive services like mentoring, job readiness, retention services, and employer recruitment. They will monitor client's progress on an ongoing basis to aid in program evaluation.
