The Drug Court Discretionary Grant Program is designed to assist states, state courts, local courts, units of local government, and Indian tribal governments in developing and establishing drug courts for substance-abusing adult and juvenile offenders. Drug court programs funded by the Drug Court Discretionary Grant Program are required by law to target nonviolent offenders. The program supports the following activities: adult drug court implementation, single jurisdiction drug court enhancement, statewide drug court enhancement, and planning efforts.

The Vinton County Drug Court (VCDC) program will use the FY 2009 Drug Court Implementation grant to screen, access and admit all appropriate adult non-violent, substance abuse related offenders into treatment programs. Seventy percent of the non-violent adult offender cases have substance abuse (alcohol and/or drugs) related problems. Substance abuse patterns within Vinton County include: alcohol, marijuana, oxycontin, heroin, cocaine, and methamphetamine. Heroin and oxycontin have become a major problem over the past two years and as a result there has been a significant increase in violent crime cases associated with these drugs.

The substance abuse treatment program is a three phase program, which takes a minimum of nine months to complete. Eligible participants will be identified and referred to the Drug Court Program, through a combination of deferred prosecution and post adjudication case processing. It was designed in compliance with the Drug Court Key Components model. Data collection will be completed using the SOQUIC bio-psycho-social assessment, detailed drug history, Self Assessment Inventory, Management Information Systems and Clinical Case Management Systems.
