Description of original award (Fiscal Year 2011, $200,000)

The City of Los Angeles, via the Los Angeles Police Department (LAPD), will continue combating intellectual property (IP) crimes via enforcement, investigation, and coordination efforts. The LAPD intends to widen the reach ('breadth') of enforcement and reducing the sophistication ('depth') of IP criminals by targeting repeat offenders and by crippling their distribution systems through the imposition of multiple financial pain points. Specifically, the LAPD will utilize the following three-prong approach to accomplish project goals: (1) Identify repeat offenders by investigating the activities of probationers; (2) Weaken the supply networks of counterfeit goods by using a multi-disciplinary approach of criminal and civil laws with ad hoc subcommittees of multiple government agencies; and (3) Influence public opinion, such as youths, budget-minded consumers, and tourists to reduce demand for counterfeit products.
