Description of original award (Fiscal Year 2020, $300,000)
The purpose of the Veterans Treatment Court Program (34 U.S.C. § 10611) is to provide resources to states, state courts, local courts, units of local government, and federally recognized Indian tribal governments to implement and enhance the operations of veterans treatment courts. The goal of the veterans treatment court program is to improve program practices for increased program effectiveness and long-term participant success. This includes building and maximizing capacity; ensuring potential veterans treatment court participants are identified and assessed for risk and need; ensuring veterans treatment court participants receive targeted research-based services; enhancing the provision of recovery support services; ensuring the provision of community reintegration services to achieve long term recovery; and assisting in collecting and reporting on performance measures.
The recipient of this FY20 cooperative agreement will support the VTC Risk Assessment Project by developing a set of specialized screening, assessment, and case planning tools for VTCs incorporating the latest research on trauma, substance use disorders, and other issues affecting veterans. These tools are designed to help VTCs meet the needs of justice-involved veterans. For Phase II of this project, the recipient will re-construct the tools on a universal secure platform, develop an in-person and virtual training and implementation process, implement the tools at additional pilot sites with performance and data collection measures, and assessing the utility of the Phase I and II tools across the Phase I and II pilot sites.
